Medical insurance increases force businesses to pass on costs to employees.

A recent report indicates that the number of Americans without medical insurance is increasing at a healthy clip. In 2001, 41 million Americans had no medical insurance coverage - an increase of 1.4 million over the previous year. Not surprisingly, those who work for small employers (firms with 25 employees or fewer) are half as likely to have medical insurance compared to larger firms.

Rapidly rising medical insurance premium costs are impacting the health care security of our nation's work force as well. A report in September 2002 found that 53 percent of all businesses identified medical insurance as the "greatest cost concern for the company." Not surprisingly, the report also found that the number of small businesses offering health benefits to employees is on the decline.

Increasingly, small businesses are asking their work forces to pick up a greater share of premium costs to help defray increases.

Another study found that small firms could save 9 percent to 25 percent in medical insurance premiums if they had the same buying power, administrative efficiencies and flexible design benefits that both big corporations and union plans currently enjoy. Legislation has been proposed that would allow small businesses to band together to create these large group benefits.

The high cost of health care has been an enduring issue for small businesses. Now, escalating premiums ranging from 20 percent to 40 percent (and even higher) threaten the ability of a growing number of businesses to provide this benefit. Congress will be challenged to arrive at a solution to the medical insurance crisis.
